BICODHA is governed by an independent, internationally diverse Board of Directors representing the Haitian diaspora across 6 continents. All board members serve in a voluntary capacity and are appointed by the BICODHA Strategic Authority.
Founder and Architect of BICODHA — Bureau International de Coordination de la Diaspora Haïtienne. Jean M. Jackson Charles conceived the vision of a unified, neutral, and global institutional platform for the Haitian diaspora, designing the entire governance architecture, 120-country network model, and digital infrastructure from inception. He serves as the Strategic Authority of BICODHA and Chair of the Board of Directors.
Represents BICODHA members across North America, Central America, South America, and the Caribbean — overseeing programs in 32 countries.
Represents BICODHA members across West, Central, North, East, and Southern Africa — overseeing programs in 40 countries.
Represents BICODHA members across 19 European countries — largest concentration in France (780 members), Belgium, Switzerland, and Germany.
Represents BICODHA members across 17 Asian countries and 11 Oceanian territories — including Gulf States, East Asia, Southeast Asia, and the Pacific.
Board-level legal advisor overseeing BICODHA's compliance with international NGO law, GDPR, data governance, and institutional agreements across 120 jurisdictions.
Board-level financial oversight — responsible for BICODHA's annual budget, audited accounts, financial transparency reports, and donor accountability across all programs.
All Board members serve voluntarily, are appointed by the BICODHA Strategic Authority, and commit to a 3-year term renewable once. Board meetings are held quarterly. All decisions require a two-thirds majority.
Candidates must be registered BICODHA members in good standing, fluent in at least 2 of FR/EN/KREYÒL, demonstrate professional expertise in their area, and have no conflict of interest with BICODHA's neutral mandate.

In accordance with Core Humanitarian Standards (CHS), HAP International, and SPHERE principles, this mechanism provides every person with a safe, confidential, and accessible channel to raise concerns.
All complaints are handled with strict confidentiality. Your identity is protected at every stage of the process.
Complaints about the Board or senior leadership are reviewed by an independent designated officer, not by the subject of the complaint.
All complaints receive an acknowledgment within 48 hours and a full response within 15 working days. Urgent safeguarding matters within 24 hours.

Board applications are reviewed by the BICODHA Strategic Authority — Jean M. Jackson Charles (JMJ-Charles). Eligible candidates must be registered BICODHA members in good standing, fluent in at least two official BICODHA languages, and demonstrate relevant professional expertise. All board seats are voluntary.
